2027 HON Fenceline Compliance is Here - Are You Ready?

If you operate in synthetic organic chemical manufacturing, you already know the ground shifted under HON (Hazardous Organic NESHAP) compliance this year. Less obvious is that the timeline is no longer straightforward.

Existing-source fenceline monitoring requirements took effect on July 15, 2026. Additional corrective action and compliance requirements follow in 2027.

Here is what that means for your operations.

Where Things Stand Today

EPA identified approximately 218 US chemical manufacturing facilities as anticipated to be covered by the 2024 HON and Polymers and Resins amendments.

Affected facilities are heavily concentrated along the Gulf Coast, particularly Texas and Louisiana.

In July 2026, a group of specified facilities was granted a two-year exemption from applicable compliance deadlines.

This means the simple version of this timeline is no longer accurate. Your 2027 obligations depend on your facility, your processes, and your target compounds.

HON Target Compounds & Action Levels

Annual average action levels include:

    • Ethylene oxide (EtO) — 0.2 µg/m³
    • Chloroprene — 0.8 µg/m³
    • 1,3‑Butadiene — 3 µg/m³
    • Vinyl chloride (VC) — 3 µg/m³
    • Ethylene dichloride (EDC) — 4 µg/m³
    • Benzene — 9 µg/m³

These thresholds determine whether corrective action is triggered. What they do not tell you is where the problem originated.

Why This Matters Organizationally

Fenceline monitoring answers one question. Did you exceed a concentration?

Corrective action requires a different one. Why did it happen?

That second question is the harder one, and EPA is explicit about what is needed to answer it. Acceptable real-time systems require sufficient detection limits and enough spatial coverage to locate the source of an exceedance.

Integrated methods, such as EPA Method 325B, which uses sorbent tubes, and EPA Method 327, which uses canisters, are designed to produce time-averaged concentrations. They tell you what the average was over the sampling period. They are not designed to capture short-duration peaks, real-time behavior, or the location a plume came from.

Detecting an exceedance and locating its source are not the same task.

Real-Time Detection Limits vs HON Action Levels

    • Benzene: 0.016 µg/m³ (60-sec LOD) vs 9.0 µg/m³
    • Vinyl chloride: 0.00639 µg/m³ vs 3.0 µg/m³
    • EDC: 0.0405 µg/m³ vs 4.0 µg/m³

Even challenging compounds like EtO and chloroprene fall well within actionable detection ranges.

This is the difference between detecting an exceedance and locating its source.

Detection limits depend on averaging time. Shorter averaging gives faster response; longer averaging gives lower detection limits. Field performance also depends on humidity, matrix, inlet configuration, calibration, and background conditions.

That flexibility is the point. You choose the trade-off that fits the question you are answering, whether that is tracking a plume in real time or characterizing a concentration against a threshold.

Your 2027 HON Compliance Priorities

Know your baseline

  • What’s normal at your fence line.
  • Where anomalies originate.
  • Whether exceedances are maximums or daily averages.
